Necron = Last Second Idea
Kuja = FRICKEN IDEA FROM DAY 1

Kuja in my opinion is definately the final boss and I consider Necron a little extra challenge for those who were unhappy beating 1 final boss

If it makes you feel better, he was originally a woman. Also everyone knows his cod piece is the single most devastating mental weapon in Kuja's arsenal.
