Diddy Kong Racing Walkthrough Pt 91: Adventure 2 - Vs. Smokey the Dragon (2nd time)

This race is quite difficult. With T.T., get a Super Boost and stay to the right. If you do it properly, you'll be able to outrun Smokey until you get to the first blue balloon under the windmill to take a safe lead. Otherwise, this race just requires very skillful flying and good use of blue balloons.
