Avonai Creed models Titan Weapons powerset for City of Heroes, as it appeared on the Beta server on October 21st, 2011. Since this video a Weapons Pack has been released, adding several new weapon models to choose from, and a few adjustments have been made to the powerset:
"Defensive Sweep" is now named "Titan Sweep."
"Shatter Armor" is now named "Rend Armor."
"Build Up" is now "Build Momentum," which IN ADDITION to adding damage ALSO gives you 10 seconds of Momentum.
Titan Weapon attacks have a VERY slow (3-4 seconds) base animation speed. When you land an attack, you gain 'Momentum,' which shifts gears to use a faster set of animations (1.5-1.75 seconds) for a limited time. This allows you to execute an insanely fast chain of devastating attacks, with tons of AOE and huge single-target damage.
The other two characters at the end are Titan Omni (@Omni-Nogard) and Alexander Drake (@AlexanderDrake). Thanks, guys!
The background music is 'Art of Conflict' from VNV Nation's album 'Of Faith, Power, and Glory.' If you have never heard of VNV Nation I highly, highly, HIGHLY recommend checking them out. They're one of the greatest acts of all time as far as I'm concerned! I should probably mention that this is not a good example of their 'normal' music. :P
As of 1:00 AM on December 15th, 2011, my TW/Fire Brute now has full IO sets and is 100% kitted out with Tier 4 Incarnate boosts! Rock!

@headrebel1 It's on the test server. People with VIP accounts can access it to help bug-test new features a few weeks before they hit the live servers.

GOD this looks terrible. The unrealistically over sized weapons is exactly why I hate Final Fantasy and any anime that has them in it. Just looks absolutely stupid. I refuse to team with anyone that uses this power set and I REALLY wish I had the option to turn this effect off on my computer once it is released.

I can't wait for this... hell, I still need to make a Street Justice toon. I have a name saved and everything...
(And GREAT choice on using VNV Nation for bg music. One of the things I love about them is the fact that no two songs sound the same)

@OmniNogard - Yooo dude! Thanks for the compliment, and thanks again for letting me include you in the vid! In retrospect, I feel like I should've put a note saying that the last bit was not sped up at all -- that that's how fast Momentum-enhanced TW attacks ACTUALLY go.
