Nothing stops them. The fact is it causes a lot less harm to get drugs from silk road than buying drugs on the street and you can avoid the violence that might entail,and most likely the feds understand this. By selling on there law enforcement will only get a list of users not the people they really want which is the suppliers. If you just stick to buying and dont sell you should be perfectly fine.
