Don't you Americans hava a similar version of our Russian COC program? A Continuity Of Civilization program? You have a Continuity Of Government COG program but no COC program? A government can only exist if there is a civilization to govern, haven't they thought of that? We already have combined French intensive agricultural gardening wt vertical agricultural & vertical farming. Underground of course in order to protect them from nuclear war or any type of cataclysms that might come through. We have developed successfully a closed-loop recycling systems & networks to make our underground cities self-contained. Living machines using plants to sterilize water, repel insects, provide medicines, etc, all of them already in operation to sustain 375 million people.

As for continuing food production, technologies already exists to produce food from the smallest amount of land under a protective structure against all forms of cataclysms of any sorts. And in doing that with the smallest imputs and will last for decades after fertilized by a mixture of composite rock dusts powders and charcoal powders used in terra preta and with innoculated composts innoculated wt nitrogen fixing bacterias and mychorrizal fungi innoculants. Russia has done it already.
