  • They were Presidents. The confusion comes in because of the "Title". The office that they were elected into was not that of "The United States. The United States had not formed yet. It was "Congress", to roots of the Presidency. Nontheless, they were 1st to lead.

  • here i will tell u the story. congress set up a 'president' before the constitution there where 8 presidents b4 george washington they eached served 1 year then they assigned a new 1 so george washington was the 1st CONSTITUTIONAL president
