Listen to his MvC3 theme more closely, it matches this quite nicely. The vibraphone intro circa 0:04 is reused for the synth intro of his MvC3 theme, which immediately segues into 0:27 (albeit with a more natural sounding choir instrument than what was used here). They even use the sweeping "alarm" noises immediately thereafter...

You could say Capcom just "fixed" whatever was broken in him...
