That's a problem with Windows Movie Maker. Before adding the timer, I timed the video with VirtualDub and I got 1'15''00.

Did it do the thing where, for no reason, you're at say, 30 seconds, but the counter changes to 0'30" before, because for some reason, it seems to act as though it's not 1 second long (each of the titles), but say, 0.999 and every so often, it gets about a fraction of a second behind? (Happened to me once).

That's exactly what happened, and it has happened to me before too. In some videos I get, for example, 20''9, but the timer changes to 21 a frame or two before I actually grab the star. In those cases I'd had to extend the duration of the title a little bit to match the correct timing.
