Yeh because he can totally afford to put 40% (At least) up to 50% (Judging from results) Into camps, hire people to guard those camps, and then arm those people, while still providing food for the guards/executors, and maintain the army in case someone notices him doing this, and STILL keep all 50% (roughly) of his support on his side, lest they also end up in the camps.
