What some people do not understand about this story is that the flags were not found stuffed into bags, they were found nicely stacked and bundled in bags.

Black plastic bags ? Black plastic is often used to protect things from fading.

Especially the color red fades easily.

Hand flag are very likely to be printed with cheaper dyes than the standard full size flag pole flag.
