Partial Birth Abortions are already illegal. These bills weren't "abolishing" the act, they were trying to use tricky wording to re-establish life as beginning at the moment of conception.

In other words, it was an attempt to overturn Roe v. Wade and thus make ALL abortions illegal. That is what Barack Obama voted against.

Roe v. Wade only protects "choice" up to 3 months of development. Each individual state would have to decide whether or not allow abortions after this protected period of time and under what circumstances.
