Yup, that's not belly fat. If you see, during the "cheoropke" part, the belly doesn't shake even when she move her body. She doesn't have abs, true, but that's not fat either.
But to be honest, I think girls with abs and muscle (Lee Hyori for example, or maybe Fergie from BEP) looks weird. Too manly and not feminine at all
