Frank didn't manipulate anything. It was very nice of him to go tell Natalia that Rafe is going away immediately.
As I understand Rafe got the permission from higher up (not from Frank) that he could stay because of the event and now that there is no event he has to leave. It's like getting free at work to attend a wedding and if there's no wedding you can go back to work.
It's quite logical really, but I don't want to disturb your hatred.

I agree. Frank did not manipulate anything.
However, given the current situation, a cell phone call would have been more appropriate. Also, telling her that it was basically her fault that he was going early because she didn't marry him was very passive-aggressive.
