Senator Tom Daschle gave a speech on 10/29/09 about healthcare to students at Loyola University of Loyola.

Some of the highlights include:

At 5:17, Sen. Daschle says that healthcare is "as consequential" as 9/11.

At 7:40--8:30, Sen. Daschle says that the American healthcare system is flawed because there are "winners and losers" and "we ration care" based on your health and your ability to pay.



At about 15 minutes into the speech, he begins to say that under our current healthcare market system, healthcare is already rationed.

At 23 minutes, he begins to speak about the trillion-dollar cost of healthcare.

At 29 minutes, he begins to detail how the healthcare plan will work to provide insurance. He speaks of a pool of $$$ in every state that everyone contributes to (or at least everyone who isn't insured). "That pool will create a new marketplace. And within that marketplace, insurance companies will be invited to participate, and offer insurance under two conditions. One is that everyone who applies for insurance would have to be provided with insurance. And secondly, you wouldn't be billed based on how sick or how healthy you are. Everyone will be billed the same rate, with one exception, and that is based on age. Your premiums will go up the older you get. That is how this new exchange will work for anybody who doesn't have insurance today." (29:20--29:55)

At about 45 minutes, he starts taking questions from students.

At 49:45, a pro-lifer asks him about rationing healthcare.

At 55:50, a pro-lifer asks him who sets the standards on who gets care and who gets cut, and also asks how a citizen can appeal the process.
