Haha, it was one of my favorites from the video store also. It's hard to get your hands on a copy of the videos now unless you go on Ebay, which is how I got my copies.

The Pieman was Robert Ridgely. Check him out on IMDB. He did a lot of voice over work, but was also the Hangman in Blazing Saddles.

The old FAO Schwarz store in South Coast Plaza had his Pieman laugh on an audio loop on the annoying as hell clock.
