My specs are:

AMD Athlon64 X2 Processor 3800
2GB RAM
ATi Radeon HD 4850 512MB
Resolution: 1440x900

FPS = 20/30 FPS with FRAPS on, 20/40 FPS without it. I don't play Racing games, I mainly play FPS.

there are something that's not right with my computer I have 3gb ram,hd4850,amd x2 4400+,650psw and this game is very laggy for me it's running in 15-25fps on high and 20-30 on the lowest without msaa

It's your CPU, it's quite poor. Your graphics card needs a better CPU to preform better.
