At least where I live, anyone who wants a coal moratorium can order renewable energy certificates from Duke Energy (the local electricity supplier) for $2.50 per 100 kWh (on top of the normal bill). That is, we can just buy the wind power from suppliers like Pickens' new wind farm when it gets built, and vote with our dollars against new coal plants. Utilities won't build them if the customers don't want them. Tell all your friends to buy renewable energy certificates.
