@TubeScrewed Walt Disney Productions didn't want to get into running a municipal government, so they dramatically altered the plans for what would become EPCOT. There is this really good book about the genesis of Walt Disney World, I think it's called 'Realityland'.

@thejugglerrr You're right. The entire property in Orlando was for the EPCOT project, but he died Before it got underway. His brother did a remarkable job, but, not a lot of people know, that it was all supposed to be EPCOT an Experimental Prototype COMMUNITY of Tomorrow.
