A good way to keep the baby from pulling the caps out is to remove the outlet cover and put a piece of duct tape over it and put the cover back on. The tape will cover the caps so the baby can't pull them out. However the outlet will be useless until you take the plate off and remove the tape covering the caps.

thats what you get for buying the cheap ones. my boys never were able to pull them out, even the ones I removed alot for vaccuuming check out my video electrical safety is for babies...
