Yes, he's the lead drummer. If you pay close attention you'll see that he has a noticeably different part from the rest of the snare drummers and the supporting drummers will drop out from time to time. On the pipe band sheet music that we studied in my percussion ensemble class they were usually written as two different parts; a soloist and accompaniment.
In some pieces, the parts were really quite different as well, not just dropping out and coming in as a unison.

So I think he's right on par.

Dont know much about pipe band drumming but is the 4th snare from the left a little too animated? Cant argue the playing isnt superb however.

In the Worlds Dvd its hard to see what uz are doing..but its clear here.

I can listen through it over & over again.. It doesn't lose any effect on me, pretty much the best medley I've ever heard.. well earned world champions !! all the best from Germany
