The failure is of the Congo, like many African nations, to found a stable government capable of regulating a safe, fair mining industry. It may be PC to Blame The White Man (or his mobile phone) for every ill that befalls Africa, the claim that everyone else *except* Africans are to blame for the Congo, Somalia, Rwanda, Zimbabwe, Tanzania and so on looks patently ridiculous. This is not to seek absolution, but rather to find a fair perspective from which a solution could follow in time.

@smokeAndMirrors64 hey, get off your broken soapbox! It's a white guy's film. A black guy said we're all responsible! What do you want him to say that all the billionaires tied to the mobile industry are not white? Well, he'd be lying. The film shows who's in charge of the mines and they are black. Stop trying to absolve some blame or distribute blame evenly. Do something about it or shut up.
