They weren't made illegal. Executive Outcomes was based in South Africa and in 1997, the South African government passed the Military Assistance Act which forbade them from operating out of South Africa. The company was essentially broken up but reformed a little over a year later as Sandline International based in the United Kingdom.

Executive Outcomes came in, omgwtfbbqpwned the enemy, which was something the UN wasn't able to do, and guess how EO is rewarded people? They were made 'illegal' and forced to disband....Odd how they did that despite UN having no real power
