You're absolutely right, front and rear apron (skirt) are always made from some sort of plastic. Only the core bodywork including doors, bonnet and boot have to be made of metal (or carbon fibre for high performance cars)
but the fact remains, it's still just mud
so nothing to be too worried about

Actually i think you'll find that that part of the bodywork is plastic or fibre glass, its just spray from the tyres, not rust. There is no paint bubbles.
