At this Feb. 19 event, Maya MacGuineas of the New America Foundation and Stuart Butler of The Heritage Foundation, released their paper, Rethinking Social Insurance, in which they take an in-depth look at ways to dramatically restructure social insurance. Two former directors for the Congressional Budget Office -- Alice Rivlin and Rudy Penner -- also weighed in with their thoughts.
