In June 2007, PROCEED, Inc. conducted an anti-gang/anti-violence capacity building and technical assistance community assessment in the cities of Elizabeth and Newark, New Jersey through its National Center for Training, Support & Technical Assistance's United Communities for Youth Empowerment (UCYE) program. UCYE is an anti-gang/antiviolence capacity building and technical assistance program funded through the US Dept. of Health & Human Services, Administration for Children & Families, Compassion Capital Fund.
One of the most important findings of this community assessment is that in both Elizabeth and Newark, families are in crisis and families in crisis promote the key conditions for youth to be vulnerable to engagement by gangs. Also, the lack of presence of parents in the lives of youth, provide gangs with the opportunity they need to engage youth as surrogate parents, surrogate family, and surrogate role models during the childs most formative years.
