@roscodabosco81 and how do you know he was waiting for it to expire? In most cases there is a set time (eg 2 or 5 minutes) called an observation period in which the ticket can't be issued. However if the warden arrived an the ticked had expired by more than 5 minutes then the observation time wouldn't apply and it would be then issued as an instant penalty.

@monkeyface1969 actually no the law doesn't state the warden must stand in front of the vehicle waiting for the 2 minutes. As long as the vehicle is in sight that is all that is required. As for the two minutes, that's only a grace period. some councils give 5 minutes, some give 2 and some issue right on the expiry time. Also if you want to get tehnical it actually states you are meant to leave a parking space before your parking ticket or permit expires.

@googlyarsetube your clearly a public sector worker, otherwise who would understand their agenda. The state are trying to keep is finically grounded. It's a every little helps mentality as to why or on councils would take £130 of us over a few minutes, and also teach someone how to do it best.

next time your driving round saying its time they sorted these over stay parkers out, think back to the slaggings you give when they ARE sorting the over stay parking out. Yes you are permited to film or photograph without a persons permission when in a public place but public have the legal right to pass without threat or harassment from those with the camera and should stop upon request from the subject. He carried out his lawful duties as a parking enforcement officer
