@stro0nger autodesk is a software company, blur does use some but not all of their tools, namely 3D Studio MAX and Softimage, and as should be obvious from the video here, VRay is a product of ChaosGroup, a very good and very competitively(in other words relatively cheap) priced raytracing renderer.
