The terms have non-derogatory uses that are quite common in various engineering fields, and the use of the words/phrases retard and retarded in a derogatory sense does not, and never will negate these non-derogatory uses.

This was a really cool video. Nice work guys, Really well put together. Your message is a good one too. It is so overly used these days. But keep in mind although some may say it, it may not be meant in a hurtful way. I support the Maine special Olympics every year, because it is such a great way for you guys to express your talents. take care
