just because it doesnt say vtec on the valve cover it doesnt mean its not vtec, all EX's from 96-00 are vtec, it usually kicks in at about 5.600 rpm...

All Honda ex and cx models 96-99 have a SOHC VTEC engine. Until they came out with the 2000 si which has a DOHC VTEC engine.
