Julian Wilkes, a brilliant automotive engineer, builds the ultimate weapon for pursuit and capture of organized criminals, known as "The Outfit." Wilkes fears the council members may scrap the project due to one problem, finding a driver who can tame its awesome capabilities. Michael Payton, top wheelman for the Outfit, piles up his car while running from the cops after a satellite theft. Councilman Strand authorizes the memory loss of Payton, leaving his skills and reflexes intact. Michael Payton becomes Joseph Payne Astor, whose testing of the Defender proves successful.

was the pulse charge thiny like an emp?

It was a mini-EMP pulse emitter that shut down any electronic devices of its target. Only used on vehicles, it killed the engines of the cars. Although in Episode 102, "Pilot (Part 2)," Conner and his team developed field generators which generated an negative charge, rendering the pulse useless. I wonder why the Outfit never used those to their advantage during the entire season?
