This video, 14 REASONS PROPERTY TAXES CAN GO UP OR DOWN, was produced jointly by the League of Minnesota Cities, Association of Minnesota Counties and the Minnesota School Boards Association in 2006. It explains the different factors that can affect your property taxes and is part of a joint local government effort to educate citizens about Minnesotas property tax system. While some of the details have changed a bit in the three years since its creation, the basic information in the video about how taxes are affected by a multitude of factors remains unchanged. In fact, Minnesota may have the most complicated property tax system in the nation, with more than 20 classifications of residential, commercial, agricultural and recreational properties. Some decisions affecting your property taxes are made by voters locally, some are made at the Capitol in St. Paul, and some are made in Washington, D.C.

Ramsey County Board of Commissioners will hold a public hearing on Oct. 30, starting at 8:30 a.m. to hear public testimony on the County's 2010-2011 Budget. People who wish to speak may call (651) 266-8014 to sign up, or sign in on Oct. 30 at or just prior to 8:30 a.m. in Council Chambers, on the 3rd floor of the Ramsey County Court House, 15 W. Kellogg Blvd. St. Paul. Each speaker will have 3 minutes to express their opinion.

The Board will also host a Public Hearing/Open House at 6:30 p.m. Monday, Nov. 30, at he Roseville Area High School cafeteria, 1240 County Road B2, Roseville. At the open house, members of the public may discuss the budget and levy, speak with commissioners and county staff and may leave contact information for setting an appointment to meet with an appraiser about their 2011 taxes.
