It's an obvious allegory.
The movie is a criticism of the Abrahamic religions, Christianity and Islam.
V is Satan, born of fire, and a victim of callous injustice from the unopposable powers that be; (god).
Eva is Eve, as both mean "life". Eve discovers from Satan that freedom from slavery for all trumps the threat of personal death. It's about how paternalistic slavery can only be overthrown by recognizing that all rights and powers reside in the individual.
