The Safe System is described at http://www.safeharness.com. For years, we've known the dangers of being on the highway or even in neighborhood streets in a moving vehicle. If a passenger is not buckled in, he becomes a projectile. Ask any EMS worker or policeman what happens when someone is heaved about in a crashing vehicle. A tour bus can have a forty percent injury rate. You have heard of the "Click-It or Ticket" campaigns throughout the country. It's no wonder that state troopers enthusiastically give citations to people who don't use seat belts.
Yet, tour buses are not required to have seat belts.
It's not a matter of the passengers being not required to have their seat belts buckled. The seat belts are not on the bus seats. Passengers have no seat belts to put on.
