Most of the original 2 inch quad tapes of this era were indeed wiped. This clip would more than likely be a 16mm telerecording with sep-mag audio (com-opt reserve track). I've screened quite a few of these over the years, including b/w copies of shows originally transmitted in colour.

@Ampex196 Thanks for your comment. Recently, I've watched a couple of television programmes which were recorded in colour, but only a monochrome print exists. A technique called "colourisation" (I believe) is used to reproduce the original colours, the result is truly excellent. The programmes I watched are Dad's Army "Room At The Bottom" and Are You Being Served? pilot (or Comedy Playhouse) episode.

@GrahamLondonUK Thanks Graham. 16mm film copies were made mainly for export. In simple terms, the technique involves pointing a 16mm film camera at a high quality monochrome display. When a colour signal is displayed on a b/w monitor in this way, the colour subcarrier signal can be seen as a barely visible pattern of dots on the picture (if not filtered out). It is this faint pattern of flickering dots that are used to recover the original colour in the process you mention.

@Ampex196 An amazing and very worthwhile technique, thanks for your information.

Thanks for your comment. Sadly, I think that many of the early shows were wiped by the BBC along with Top Of The Pops, Dr Who, Steptoe & Son, etc.
