Australia's foreign minister, Bob Carr, has recorded a video message with Kiribati president Anote Tong, urging the United Nations Security Council to consider the challenges posed by climate change.

Senator Carr also announced money to rehabilitate the capital's main roads and plans to improve the country's education system.

Pacific correspondent Sean Dorney reports.

12 Mil loan over 30 years, now 15 Mil Grant/loan? 27 Mil Project for 32 Kilometers? Approximate 1 Mil per kilometer road? 12 Mil loan afforded trucks running up and down Tarawa filling pot holes. With 12 million cash infusion you would think you will see economic benefits and a nice road. Here comes 15 Mil and I'll invite MR Carr to visit Tarawa so he can see those million dollar pot holes. Point please ensure the road is fixed.

I totally agree with you Michelle Kreuter and thank you for seeing this need. Alot of people from over seas come to Kiribati with their own agenda and not involving the people on the ground. People of Kiribati are very willing to do the job, and so much in need of jobs. peace

If they were to hire people from Australia to help with Kiribati, then they should hire Engineers, Architects and so on to teach the Kiribati people on how to industrialise the island instead of leaving the Kiribati people unemployed, the government should not be pending on the 15 million Australia has given them but also use the men of the island who are more than capable to work for their own island.

The government of Kiribati has been given a lot of money, but how are roads going to help with the safety of the Kirbati people? Not everyone there has the money to own cars and most families don't need to walk or drive on roads as they all live close to each other, my main concern is that they get all this money and nothing is being done, The government shouldn't have Australia building roads, but they should hire the people of Kirbati to work and get employed.

I am Rikawa, I am from Kiribati, But I live in Hong Kong for many years and I visit Kiribati a lot and I believe that instead of having the $15 million dollars just for the roads, I think they should provide it for jobs for the Kirbati people as most of the population is unemployed. I would like to thank President Anote for helping the Kiribati island but I hope that the government is aware on how there is a lot of unemployment in Kirbati.
