Probably not, there's a hell of a lot of 000 Privates in Swansea all the time... I've absolutely no idea what for. They're usually empty, but I have a few times seen passengers on them. I thought at first it was used as Not In Service, but I've since seen it being used on buses that I know have Not In Service programmed. You also see a lot on Princess Way, they come in and stop by St. Mary's Church and switch off. I think they then change to a route.
