On one hand, it says something very sad about our society that a peck on the lips between an adult and a child is considered sick and perverted. But on the other hand...he does seem creepily obsessed with getting those kisses. I think I wouldn't be very bothered if his response to a rejection was to just shrug and move on.

@BloodRaevynn Yes. I think a peck is harmless. Even if the man wanted to peck young boys on the lips, no difference. They are both acceptable. As you say, when the man doesn't take no for an answer is when it gets too much
