Looks like some kind of poncho. Given the episode's title ("A Fistful of Energon"), it's probably a nod to some of the costuming in Clint Eastwood's "A Fistful of Dollars." Spike Spiegel of Cowboy Bebop dons a similar getup in the series' first episode, another nod to the same film.
