I have to agree with you on that one. I hear people (including Excl) saying that for RSMVs half the work is done. They think this because you already have the audio. This is not true, at all. If you want to make a good RSMV it has to make sense. Locations and/or characters have to be related to the song's lyrics. Ofcourse you can use random locations and outfits and be all random like that but that means you haven't made a good RSMV (this is my opinion.)
