I believe that red fume is elemental bromine (Br2), not HBr. I have seen pure bromine, and it fumes in very much the same manner as that combination of chemicals. By contrast, solutions of either HBr or HCl do not have a great deal of color.

does this have a purpose? a function for the chemicals or is it just a neato way to make something boil and smoke?

@johndoe7033 The gas would dissolve in water to form Hydrobromic Acid and your lungs would be destroyed.

To answer everyone's questions i shall sum this all up. The tablet he puts in the glass container is not bromine its either potassium/sodium bromide . The gas produced is Hydrogen Bromide (HBr) and the left over liquid is Hydrobromic Acid (HBr) which is extremely corrosive more corrosive than hydrohloric acid. Hope this helped.
