Good quality seed will help, but with monocropping and poor soils (a product of monocropping), the only way to get a good produce is to create more soil. This can be done myriad ways: water harvesting to "plant the rain;" composting; cover-cropping; not tilling up the soil; regular mulching green mulch that's not tilled in, just cut and layed to self-compost; sheet mulching. Pretty much permacultural principles. If you don't give back to the soil each season, what's left for it to give you?

You are right - seed alone is not the answer, and the proper care and management of the soil is also vital to ensure that farming is sustainable for millions of African small-holders. Seed is a vital component however, and the timely supply of good quality seed can, and is having a dramatic positive effect on agricultural producers in sub-Saharan Africa.
