Reason 1: Not true. The Soviets never once considered annexing Afghanistan to the USSR. An agreement by both Soviet and Afghan governments agreed on a temporary limited contingent of Soviet troops to combat the Mujahideen.
Reason 2: Not true. Afghanistan was actually just a left-wing nationalist regime allied with the USSR. The Soviets repeatedly decline the PDPA regime's request for military assistance until they saw the threat.
