The other day I came upon some road work in progress, and the flag man actually directed me onto the sidewalk. I appreciated that he was aware of the capabilities of a bicycle, and recommended the sidewalk as the safest way around the activity.
You got it - vehicular cycling is often a good idea, but it's not a religion. Use your discretion and common sense to take the safest and most reasonable course.
For me it just depends on traffic and the time of day. Most times I ride in the road, and if i'm on my MTB I ride on the sidewalk on major roads. I rarely ride on the sidewalk as a whole because most sidewalks aren't maintained enough to be constantly going 15-20mph for long periods' of time.

This is the correct attitude to riding.
