I do the same with my horses when i do natural horsemanship with them, It relaxes them :) "Where the horses head goes the mind follows" When their head is held high they are looking around for any danger, when they put their head to the ground that aren't alert of anything around them. Try it with your horses it really does help them calm down :) And it IS something you do in horsemanship!
That's the way we rode all our horses as kids. just get on!! Fun to watch

And its not "cruel" at all. The horse just doesn't know what he is asking and you can tell the horse is new to it all :)
