Norrington and Elizabeth broke up because of Elizabeth's desire for Jack and her past love with Will. Norrington is still affected by it. He keeps telling Elizabeth that out of every girl he's ever been with, she was the one that meant the most to him. She kind of admits it that he was the best she ever had, but she doesn't want him to know it. When Norrington dies, Elizabeth wishes that she could have told him how much he meant to her and that she felt the same way. The Sepia tone clips at the end are their past.
