I think the idea that there should be more dialogue than narrative is an absurd over-generalization. For instance, with my story there absolutely needs to be more narrative than dialogue since it's about a war. The only way I could possibly have more dialogue than narrative is if I had my protagonist sit down and talk to his opponents. That would just suck! Really, it depends on the story and, in general, you should never refrain from expressing your characters through dialogue, but only if ok.
