You are right, it could have been donated, its south-east Asia, but maybe they are not aware of or find it easy to treat hair as valueless trash.

@nikhilnikhil18 I don't understand the purpose of doing it that way though. It just seems like a waste of hair when it could have been sold or donated.

They want it differently, most cuts are done by cutting the ponytail, here they use big scissors and hack off huge chunks in minimum strokes.

Really, those big scissors differentiate this from other haircuts. Within just 2 minutes of chopping, her face started looking different
