IMVU Hair Shine in GIMP (With BONUS!)

As a returning to youtube video, I decided to redo the imvu hair shine in gimp video, without brushes, making it 100% my/your own, and thus rendering instants useless... Unless you like instants, then use them, it's ok I won't tell gimp.

i have a question ok so im trying to design the whittish glitter effect but the problem is i already made the line of the drawing of the hair is there a way for me to select the area of the hair so i can fill in that part for the shining effect?

@Brock117 The wand tool in the toolbox? That's about the only thing I can think of that might be what you're asking about.
