For some companies, some use a HD Tech for Lvl 1 calls and an onsite Lvl 2 tech that will resolve more complex issues or performs IMACs (Installs, Moves, Adds, Changes) as well as the in person help that the HUMAN species relies on. No one likes having someone just log onto their machine without knowing them. The lvl 2 techs are still quite busy working on projects in addition to being a tech.

I think it's a waste of money for a company to keep someone around like a hd tech. People should know by now anyway but it's more economical to outsource the job to companies dedicated to the service instead of someone waiting around for someone with a computer problem; doesn't make much sense.

With English skills? Depends on the company.
I disagree - these helpdesk jobs can parley into a good Network Admin/Engineer position - or even up to IT Manager or IT Director. I speak from experience. I hate that they outsource overseas.
