Yes, Guam, etc. are territories of the United States, the corporation, not the United States of America, the republic.
The U.S.A. is the executor and trustee of the foreign corporation called the US, but the US and other foreign corporations have become the master of the republic. The IRS and BATF, for example, are private corps., not part of the U.S.A. or of the US.
The US, Inc. assumes we are it's agents in the U.S.A. unless we state otherwise.

@dawp25 Here's the problem, friend. "American" could mean the American People, the U.S.A.; or it could mean 14th Amendment citizens/employees of the United States, Inc., a corporation based in the Philippines. Yes, the Philippines.
Federal enclaves--Guam, Puerta Rico, D.C.--are not part of the U.S.A., the republic. They are foreign territory controlled by a corporation called "United States."
That foreign corporation rules the U.S.A. Americans doing federal work are acting as foreign agents.
